HDB flooring options: what to choose and what each costs

Updated October 2026 · Enoch Surfaces, Singapore
Short answer

Most HDB owners choose between vinyl or SPC, laminate, tiles and timber. Vinyl and SPC are the lowest-effort choice: HDB lists vinyl flooring as work that needs no permit, click-lock planks float over the floor already there, and Enoch SPC planks start at ~$1.55 per sqft. Tiles last longest but are hacked in with a permit, and timber needs care in Singapore's humidity.

The options side by side

Installed prices depend on the contractor and the scope, so ask each one for a written, itemised quote. Enoch SPC planks are ~$1.55 – ~$1.90 per sqft, and our approved installers charge $0.50 – $0.60 per sqft.

What HDB's rules mean for each option

VinylHDB's building works guidelines list vinyl flooring as work that needs no permit.
Laminate and timber over existing finishesNo permit, as long as the floor is not raised as a platform, no cement screed is used, and the existing finishes are not hacked or removed.
Replacing floor finishesTiles, parquet and timber that replace the finishes need a permit. Total thickness of floor finishes and screed must not exceed 50 mm.
New flatsA 3-year restriction applies to removing floor finishes in bathrooms and toilets.

Rules change, so read HDB's current building works guidelines before work starts. Your contractor applies for any permit hacking needs.

Which suits which room

Living and diningSPC or laminate over the existing floor. SPC copes better with spills and humid days.
BedroomsSPC, laminate or engineered timber. Add foam underlay if the neighbours below are a concern.
KitchenTiles are the lowest-risk choice. SPC works if standing water is wiped up so it does not reach the joints.
Bathrooms and toiletsKeep tiles. Standing water and floor traps call for a tiled floor sealed against water.

Three questions that narrow it down

Hack or overlay?Overlaying avoids the permit, the noise and the disposal. Hacking and disposal are quoted by your installer. Tiles and parquet mean hacking.
How much water and humidity?Spills, wet days and open windows favour SPC or tiles. Laminate and timber react to moisture.
What is the budget per sqft?Multiply by your area. Quotes differ on what is included, so compare line by line.
