Flooring rules in Singapore: HDB, MCST, Green Mark and fire
Updated October 2026 · Enoch Surfaces, SingaporeFor HDB flats, overlaying vinyl flooring generally needs no permit but hacking tiles does. Condos follow MCST by-laws. Green Mark projects often credit certified products such as Singapore Green Label or SGBC-certified materials. Some occupancies require fire performance documentation for finishes. Enoch does not currently hold Green Label, SGBC or fire classification reports, so confirm requirements with your QP before specifying.
HDB flats
HDB's renovation guidelines list laying vinyl flooring over existing finishes as work not requiring a permit, while hacking floor tiles requires one, and renovation must be carried out by contractors listed in HDB's Directory of Renovation Contractors. Check HDB's current guidelines for your flat.
Condominiums and commercial buildings
MCST by-laws and landlord fit-out manuals often set working hours, noise limits, deposits and sometimes acoustic requirements for flooring on upper floors. The 6.5 mm acoustic build is our default for these cases.
BCA Green Mark
Green Mark assesses buildings, and projects can score for using certified sustainable products. Singapore Green Label and SGBC certification are common ways products qualify. Enoch SPC does not hold these certifications today, so it should not be specified where certified products are required for points.
Fire performance
SCDF's Fire Code sets requirements by building type and location. Whether a floor finish needs a fire classification report depends on the occupancy and the consultant's design. We do not currently hold a fire classification report for our SPC range. Ask your QP or fire consultant first.
